LA School Admission Arrangements for 2023/2024 Academic Year

The admission arrangements are largely unchanged from the policies determined for 2022/2023 apart from some changes to wording/phrasing which have been rewritten in line with guidance from the DfE, following the publication of the updated School Admissions Code (2021)

BCC has updated the following areas:

  • Children in Care now includes children from outside of England
  • Further clarification on distance measures
  • Extended deadline for applications submitted by Service families
  • The arrangements have also been updated and reformatted for accessibility using the BCC standards
  • Change of Published Admission Number (PAN) for Henleaze Infant school, reducing Year R intake from 90 to 60

We also ran a review of ‘Relevant Areas’ which were unchanged from previous years

The documents went to public consultation between 6th December 2021 and 31st January 2022, with information sent to all relevant parties as well as being published on the BCC website and Citizen Space consultation page. 

The Admission Arrangements have been formally determined by Director for Education and Skills Alison Hurley and Councillor Asher Craig prior to the deadline set by the DfE of 28th February 2022.

Overview

Bristol City Council (BCC) is responsible for implementing the coordinated schemes for school applications and the allocation of school places for all mainstream schools in Bristol.  BCC is also the Admission Authority for all community and voluntary controlled schools in the city.

This consultation includes a review of the following admissions documents;

1. The coordinated scheme for all Bristol primary schools for the 2023/2024 academic year

2. The coordinated scheme for all Bristol secondary schools for the 2023/2024 academic year

3. The coordinated scheme for selected Bristol schools' in-year applications for the 2023/2024 academic year

4. The admission arrangements for all Bristol community and voluntary controlled primary schools for the 2023/2024 academic year

5. The admission arrangements or selected Bristol infant to junior school transfers for the 2023/2024 academic year.

Henleaze Infant School Reduced Pupil Admission Numbers (PAN) from 90 to 60 

Due to falling pupil numbers across the city over recent years, we have identified some challenges in continuing to operate at the current capacity whilst striving to balance the school budget and deliver the expected high standard of educational provision for all pupils. The Local Authority pupil forecasts indicate that numbers are likely to remain low for the foreseeable future.  With this in mind, the LA and the school have decided that it is not sustainable to keep the Published Admission Number (PAN) at 90 for reception year.  Therefore, we are proposing a reduced to 60 from September 2023.

Relevant Areas

We are also including a review of Bristol's Relevant Areas.  These are the areas all admission authorities including; the Local Authority, schools and academy trusts who are required to consult with before making changes to their determined admissions policies. We are legally required to review these areas every two years.  We are not proposing any changes to our current areas.  However, we are still interested in any feedback.   Information regarding relevant areas can be found in the document at the bottom if this page.

Other Admission Authorities in Bristol 

A number of 'own admission authority' schools including - academies, foundation and voluntary aided schools are also in the process of reviewing and consulting on their admission arrangements.  We have set up a separate consultation page for these schools:

If your chosen school is not listed here this may be because;

  • They do not use Bristol City Council's admission arrangements 
  • They are running their own consultation.  
  • Their admission arrangements are unchanged from previous years.  Therefore, they are not consulting this year.

All admission authorities are required to consult on their proposed admission arrangements at least every 7 years or when changes are proposed.

What happens next

All responses will be considered before the arrangements are agreed. This will be by 28 February 2022 The arrangements will be published on the Bristol City Council and/or schools' websites by 15 March 2022.

Final arrangements, along with other information for parents and application forms will be published in September 2022.
